1920 was the year Carmel-by-the-Sea adopts an ordinance declaring it is to be primarily a residential city. All Saints Church offered city council the chance to buy the church as the permanent city hall building in 1946. City Hall still resides in that same church to this day!

Palomas Home Furnishings originally housed Carmel's first dairy farm in 1932. The milk was brought in from Carmel Valley, bottled in the building, and then delivered. The original lamp is over the doorway and the original sign is on the wall next to the doorway.

Many of the tiles on these Mediterranean buildings came from Spain. The sculpture was done by Jo Mora in 1927, who also did the sarcophagus of Father Junipero Serra at the Carmel Mission. Inspired by the old world charm of Spain, architects Blaine & Olsen of Oakland built El Paseo in 1928 for L.C. Merrill. The various ceramic tiles on the stairway off of Dolores Street, as well as on the fountain, were imported from Spain. They, along with the handmade red paving tiles, are well seen against the white walls and old wooden doors of the building. Jo Mora's terra cotta sculpture "El Paseo" is the charming feature of the central courtyard.
